Exporting controlled substances from Australia

Information for people who export controlled substances into Australia for commercial use.

Changes to the Customs (Prohibited Export) Regulations 1958

A number of changes were made to the Customs (Prohibited Export) Regulations 1958, which came into effect on 17 December 2019.

As a result, the following substances are now included as prohibited exports:

  • Cyclopropylfentanyl
  • Methoxyacetylfentanyl
  • Orthfluorofentanyl
  • Parafluorobutyrylfentanyl
  • ADB-CHMINACA (Otherwise known as MAB-CHMINACA)
  • ADB-FUBINACA
  • CUMYL-4CN-BINACA
  • N-ethylnorpentylone (otherwise known as ephylone)
  • FUB-AMB (otherwise known as MMB-FUBINACA or AMB-FUBINACA)
  • alpha-phenylacetoacetamide (otherwise known as APAA)
  • 3,4-DP-2-P methyl glycidate (otherwise known as PMK glycidate)
  • 3,4-MDP-2-P methyl glycidic acid (otherwise known as PMK glycidic acid)

A licence and permit will be required from the Office of Drug Control if you are planning to export one of these substances - Application forms.

Export of controlled substances

Narcotic, psychotropic drugs and some precursor chemicals required export permission from Australia. A list of these substances are provided as a guide.

Applications are grouped into two types:

  1. Licence and permit to export
  2. Pre-export notification
Example 1: Licence and permit to export

Narcotic, psychotropic drugs and some precursor chemicals required a licence and permit to export. The licence is valid up to 12 months and the permit is required for each export of each drug and/or preparation.

Some precursor chemicals require a pre-export notification (PEN) before they may be exported from Australia. A PEN licence is valid up to three years and the notification (PEN) is required for each shipment a minimum five days before the intended shipment date.
