Reporting template: Cannabis permit

The Cannabis Reporting Template (template) will be used by permit holders for quarterly reporting to the ODC in relation to a Medicinal Cannabis Permit for Cultivation and Production, and/or a Medicinal Cannabis Permit for Manufacture.

Under the Single Convention on Narcotic Drugs 1961 (Single Convention), Australia is required to inform the International Narcotic Control Board (INCB) of quantities of cannabis materials cultivated, produced, manufactured, and used, at each stage of the product supply chain to substantiate domestic requirements and forecast future requirements.  

Appropriate record keeping and reporting on the part of permit holders therefore forms a core part of assisting Australia in meeting these international obligations. Permit holders also have certain licence obligations in relation to record keeping and reporting.

Additionally, implementing methodical and accurate record keeping procedures by permit holders will both support business operational objectives as well as contribute to the management of the risk of diversion of cannabis for illicit uses.  

Reporting using the Cannabis Reporting Template is a mandatory requirement for all permit holders from 1 April 2022.
